Beyond Access Outreach Fund

It’s time librarians had a louder voice in the development community. And it’s time for community development to take a more prominent place in the library field.

The Beyond Access Outreach Fund is meant to help make this happen. The Outreach Fund supports travel costs for Beyond Access Members — from libraries, government, and community organizations — to attend conferences and other gatherings around the world in order to bring libraries into the conversation. It gives Members the opportunity to ensure they can continue to engage in the development discussion and share their stories with those working on the world’s most pressing development issues.

We hope that all Beyond Access Members strive to share their experience and perspective with a broader audience — particularly on the themes of the information society, citizen participation, and digital inclusion. The best applications will demonstrate how Beyond Access Members will encourage other event participants to view libraries as potential development partners, and how they will use the experience to spread the word about libraries for development once they return home.


Beyond Access is not currently accepting applications for events in 2014. However, in the coming weeks we will begin accepting applications for events taking place in 2015. At that time, we will share suggested events on this webpage.

Applications should be submitted at least six to eight weeks in advance of the event. If there are registration fees associated with the event, please submit the application eight to 10 weeks before the event.

We will also consider scholarships to attend relevant training courses, such as TechChange. Tech Change provides scalable and interactive technology training for social change.

Other events, particularly regional ones, in which Beyond Access Members would like to participate and contribute will be considered as well.

Preference for the Outreach Fund is always given to those who plan to present papers, posters, or participate in panel discussions, and to those who plan to attend non-library specific events.

Who should apply?

The Outreach Fund is open to all Beyond Access Members who have attended a Beyond Access convening (such as the conference in Washington, DC in October 2012, or the 2013 regional convenings.)

When should I apply?

Applications are accepted on a rolling basis throughout the year, but applications must be received no later than 6 weeks before the start date of any event. Much earlier is preferred.

What expenses are covered?

The Outreach Fund covers all associated travel and conference expenses, such as transportation, accommodation, registration fees, visas and meals. All expenses must be documented with appropriate receipts. In most cases, Beyond Access will make air and hotel arrangements for the Member. Members are responsible for securing their own visas, although the costs are reimbursable.

What are the selection criteria?

Beyond Access is looking for participants who have specific stories and angles on the event topic to share, and is looking to support participation at events (such as those listed above) that feed into the global development debate. Concrete plans for how to share their experience with the Beyond Access community are encouraged. Beyond Access Members actively participating in the Beyond Access community (though the Facebook group and other channels) will receive priority consideration.

What expectations are there about participation?

Since the purpose of this fund is to encourage an amplified voice on public libraries at international events, Beyond Access gives preference to Members who have been accepted for a presentation or to speak on a panel. For those Members who have good plans about how they’ll share their experience both at and after the event, however, presentations are not required.

After the event, we do expect an approximately one-page summary of the Member’s experience, lessons and new ideas that we’ll post on the Beyond Access blog and Facebook group.
