Maximizing Development Plans in Myanmar through the Infrastructure of Public Libraries

Spurred by unprecedented openness in the government and a sweeping reform process, Myanmar is entering a period of accelerated development. Broad-based access to information is required for all citizens to participate in this process. New technology will play a pivotal role in this transformation — if citizens can access relevant information and receive guidance on how to find and use it.

Experience from other countries indicates that simply providing access to technology or opening up government information is not enough. Local institutions are needed to connect people with the information they need — a role that Myanmar’s vast network of 5000 public libraries is well positioned to fill. Libraries are existing infrastructure and key development partners. Re-imagined as community information and service hubs, they can expand skills and opportunities for all.
